The main entrance would be on the ground floor level in Union Street, with three screens, a restaurant and ice cream bar. There would be four screens and a party room in the basement, and six screens and a private bar on the first floor.
Merlin Cinemas started in 1990 at the then single screen cinema the Savoy Penzance also now a four-screen venue. They also operate cinemas in St Ives, Redruth, Falmouth, Helston and several other rural and coastal towns across the UK.
The company has told Torbay Council the complex would have 10 full-time and 40 part-time staff.
If the plan gets the go-ahead the company will move to the empty store from Central Cinema in Abbey Road which would be redeveloped.
The company has said it expects the new cinema to bring in around 300,000 visitors a year.
