Lawyer: Traffic signal mandate “unfair” to Portsmouth cinema developer

A last-minute order mandating developers of a proposed movie theater to install GPS traffic light technology at four Lafayette Road intersections is “unfair,” attorney Bernie Pelech told the Planning Board Thursday night.
